If he ends up being the ‘big name’ signing the Caps are looking for to create some excitement, I think the general response from the knowledgeable game-going fan will be a solid ‘meh’ as the kids say.
He’s a bit like Ricky Gervais. Same ego, same infatuation with having ‘America’ love him, probably close to equivalent football ability. Just missing the sense of humour really.

He would be a massive step backwards IMHO.
A journeyman professional who created his own hype and listened way too much to his own press clippings. Will simply want to be a big old fish in a small pond. Frankly I don’t think he’s good enough to play at the MLS level on a regular basis anyway. 10 years ago maybe, but even then I wouldn’t have wanted all the baggage.
Move on.
